THE OPPORTUNITY 


For six decades, the Greater Baltimore Committee (“GBC”) - the region’s premier organization of business and civic leaders – has been a leading voice for the business community on issues related to economic growth, job creation, workforce development, transportation, and quality of life. The GBC’s diverse membership is comprised of more than 400 organizations, including large, mid-size and small companies, nonprofits, foundations, and educational and healthcare institutions in the Greater Baltimore region. The organization has focused on developing solutions to challenges that affect the region’s competitiveness and viability.


To deepen its impact and create a singular vision to position the Greater Baltimore region as a thriving competitive business community on the local, national, and global stages, business leaders announced on May 25th, 2022, that the GBC will merge with the Economic Alliance of Greater Baltimore (“EAGB”). The newly merged entity represents a bold new vision for the region, with a focus on aligning the resources to invest in sustainable, inclusive, and equitable economic growth and working collaboratively with diverse communities and the public sector to solve significant challenges.  GBC will engage all segments of the city and region to accomplish this goal.


Through this interconnectivity, the GBC will leverage the regions significant assets and drive impact. Among the notable assets are the logistics hub centered around Baltimore Port and airport facilities , leading companies and entrepreneurs, proximity to the federal government, cyber security human capital  infrastructure ,world-class higher education, and healthcare institutions to name a few. 


An example of this commitment to increasing inclusive and equitable economic opportunity is the “Preparing for the Future” workforce development initiative. The initiative will create programs to ensure that the proper education, tools, and training are in place to give the region’s workforce the right skills to acquire positions with growth industries and to ensure no social, cultural, or racial group is left behind. This initiative exemplifies the GBC’s forward-looking, future-ready approach to economic development that relies on collaboration across sectors. The GBC will also focus on public safety by collaborating with government and law enforcement officials to create a vibrant community with diminished violent crimes. 


The GBC is hiring a Public Safety Advocate to collect robust and comprehensive data on trends related to crime statistics, prosecutorial statistics, and other metrics, providing monthly reports to the Board and members. They will work both proactively and collaboratively with the government and law enforcement officials and provide private sector assistance and resources. 


Through these initiatives and more, GBC seeks to unify the region under a singular, bold vision and serve as the leading voice on issues related to equitable economic growth, job creation, workforce development, transportation, business climate, and quality of life. 


KEY RESPONSIBILITIES


The GBC is seeking a dynamic inspirational leader who will work collaboratively with the business, government, nonprofit organizations, academia, the broader community, and other key regional stakeholders to stimulate inclusive economic development and growth while strengthening the internal capacity of the organization. The GBC CEO will lead the organization through a transformative era by partnering with the Board of Directors to chart a visionary strategy, mobilizing the leadership to proactively implement priorities and achieve tangible outcomes. They will shape a robust and inclusive economic environment across the region, where diverse businesses, education, and civic organizations will converge to foster a vibrant future. The CEO will build upon the region’s significant assets, while addressing key challenges to fully realizing its potential.


The CEO will serve as a passionate spokesperson,  and a civic leader elevating the visibility of GBC’s priorities and influencing public policy outcomes at all levels of government.   They will serve as the organization’s bipartisan advocate before government and chief spokesperson before all external audiences and media. Further, the CEO will identify strategic partnerships regionally and nationally to advance achievement of its objectives.


The CEO will be responsible for overseeing all aspects of the newly merged organization, including integration of assets, strategic planning and execution, board and member relation, external affairs and communications, staff leadership and fiscal management, and general administration. They will foster an innovative and inclusive culture, where the staff are empowered and accountable for achieving GBC’s goals and objectives. They will embrace diversity, equity, and inclusion both within the organization and with all aspects of GBC’s work.


Specifically, they are responsible for the following:


Strategic Vision

  • Provides visionary, inspirational, and dynamic leadership and direction to the members and staff, enabling the organization to innovate, grow, and increase impact across the Greater Baltimore region.
  • Develops and executes a visionary strategic plan, in conjunction with the Board of Directors, to focus the organization on the key priorities that are critical to advancing a diverse, inclusive, and prosperous economy for all in the Greater  Baltimore region.
  • Fosters an entrepreneurial and agile culture that anticipates trends and proactively develops strategies to capitalize on opportunities and overcome challenges, amidst the backdrop of rapidly changing economic and social dynamics. 


Board Relations

  • Forges and maintains trusting, collaborative relationships with GBC’s highly engaged and influential Board of Directors. Engages the Board for strategic guidance and insights to meet the evolving needs of the organization.
  • Supports the Board in solidifying its future governance model.
  • Provides transparent communication, updates, and reports to the Board regarding progress toward established goals.
  • Ensures the GBC agenda and value proposition is compelling and relevant to ensure engagement by key leaders in the community and strong return on member investment in the organization.


Advocacy

  • Forges relationships with a wide range of diverse constituencies across the region, building coalitions and alliances to identify mutual goals and solutions to pressing opportunities and challenges.
  • Serves as an influential advocate and regional convener to advance GBC’s robust public policy agenda before government, business, media, and other key external stakeholders. Collaborates effectively with elected officials and other regional leaders to influence outcomes with the goal of advancing priority economic development initiatives for the region. Supports the development and adoption of public policies that address the most critical opportunities and challenges facing the region.
  • Positions the region to successfully compete for grants and private sector growth and development opportunities.


External Relations & Strategic Partnerships

  • Serves as GBC’s chief spokesperson, amplifying the voice of the organization through strategic events, meetings, media, among others.
  • Builds bridges and fosters collaborative relationships and alliances with diverse community and business leaders to advance mutual priorities by leveraging the vast resources across region to achieve common goals. 
  • Reaches out to engage present as well as future stakeholders 


Organizational and Operational Leadership

  • Inspires an organizational culture of innovation and collaboration that values idea generation. Fosters a diverse, equitable and inclusive workplace that encourages open employee engagement and values the voice of individuals across the  organization.
  • Recruits, develops, motivates, and engages a diverse staff to manage and administer GBC’s agenda in support of the members, strategic plan, and operational objectives.
  • Ensures appropriate human resources and performance management processes and systems are in place for evaluating and developing staff, to ensure accountability and results.
  • Provides fiscally responsible administration of the organization’s resources and ensures long-term, sustainable financial health and revenue generation. Develops annual budget and business plans that ensure fiscal integrity and prudence,  including oversight of internal audits of financial and operating systems. 



PROFESSIONAL EXPERIENCE/QUALIFICATIONS

The successful candidate will be a charismatic, authentic, and entrepreneurial leader with at least 10 years of proven relevant executive level leadership with an organization of similar scale and complexity within a dynamic and evolving environment. They will be a visionary and innovative strategic thinker with proven transformational change leadership, strategic communications, relationship building, and advocacy skills. They must possess strong executive gravitas, essential for garnering credibility and inspiring positive momentum on priorities and initiatives to advance the region. 


They will be an influential and compelling spokesperson for the GBC before a wide range of audiences. They will also be an active listener who engages stakeholders, with respect for diverse viewpoints. They will possess the credibility, gravitas, and humility essential for garnering the trust and engagement of the Board, members, community leaders, government officials, staff, and other key stakeholders.  Specific experience and qualifications will include the following:


  • A strong commitment to advancing the mission and interests of an inclusive and sustainable economic growth platform .
  • Unquestionable integrity, character, and ethical behavior.
  • Visionary leadership, capable of anticipating and addressing significant challenges and opportunities, with the drive to achieve desired outcomes.
  • An inclusive leader with a record for effectively working with diverse stakeholders to forge a consensus on a strategic vision and execute upon that plan with appropriate urgency, timeliness, and responsiveness against established   metrics and benchmarks.  Diplomatic, with political savvy.
  • Proven outstanding board relations skills, with an ability to forge consensus and effectively collaborate with and engage a diverse CEO- and senior executive-level constituency.
  • Proven drive, ability, and passion for engaging in the public policy issues facing the GBC constituents. Respected by policy makers on both sides of the political aisle.
  • Proven commitment on diversity equity and inclusion with a focus on inclusion economic growth. Empathy for individuals with diverse backgrounds and perspective.
  • Business and financial acumen, essential for ensuring the fiscal and organizational health of the GBC.
  • Demonstrated revenue generation experience, with the confidence to raise the funds for priority initiatives.
  • A proactive and agile leadership style to ensure the GBC remains relevant and nimble to address significant disruption and transformation.
  • A leader who recognizes the importance of GBC’s work to the people who live and work in the Greater Baltimore region.
  • The courage and conviction to challenge and defend ideas and strategies of greatest importance to the GBC.
  • Disciplined decision maker, with a strong analytical skillset.
  • Ideally, possesses private sector business leadership with significant scale and complexity and turnaround success.
