COMPANY BACKGROUND
Overview
The Metropolitan Washington Airports Authority (MWAA) is a public body, corporate and politic, created by joint legislation establishing an interstate compact between the Commonwealth of Virginia and the District of Columbia. As authorized by the federal law in the Metropolitan Washington Airports Act of 1986, Ronald Reagan Washington National (DCA) and Washington Dulles International Airports (IAD) have been leased to the Airports Authority by the United States.

The Metropolitan Washington Airports Authority is governed by a 17-member Board of Directors. The Board establishes policy and provides direction to management, and its authority is plenary. Members of the Board are appointed by the Governors of Virginia and Maryland, the Mayor of Washington, D.C., and the President of the United States.

Dulles International Airport overview

Situated on 11,184 acres with approximately 3,831 acres used for aircraft operations, Dulles International Airport, or IAD, is an international commercial airport with four runways, 113 airline gates across five concourses, and public parking for more than 24,000 vehicles. IAD offers an array of shopping and dining opportunities with nearly 100 privately-owned and operated food and retails shops throughout the airport. Concourse B is the centerpiece of the retail program, offering 13,000 square feet of retail space. In total, the retail shops and restaurants occupy more than 50,000 square feet in the airport.

Reagan Washington National Airport overview

Situated on a total of 860 acres, the Ronald Reagan Washington National Airport, or DCA, is an international commercial airport with three runways, 58 airline gates, and public parking for more than 8,500 vehicles. DCA primarily serves as a “short haul” airport, offering nonstop service to destinations no further than a 1,250-mile perimeter from Washington, D.C. as part of the federally instituted “Perimeter Rule”. The federal government has granted exceptions to this rule over the years, allowing daily flights to several cities beyond the perimeter such as Denver, Las Vegas, Los Angeles, Phenix, Salt Lake City, San Francisco, Seattle, Portland, San Diego, and Austin. DCA has nearly 100 shops and restaurants in the airport terminals. DCA is the smaller of the two airports. A “slot rule” was created by the Federal Aviation Administration (FAA) in 1969 at five high density airports to reduce congestion and spur growth at other nearby airports. DCA’s slot rule limits the number of landings and takeoffs to 62 per hour.

History

On June 7, 1987, Washington Dulles International and Washington National Airports were transferred to the Airports Authority under a 50-year lease authorized by the Metropolitan Washington Airports Act of 1986, Title VI of Public Law 99-500. All property was transferred to the Airports Authority, and the Federal government holds title to the lease. Prior to the transfer, the airports were owned and operated by the Federal Aviation Administration in the U.S. Department of Transportation.

The Airports Authority operates a two-airport system that provides domestic and international air service for the mid-Atlantic region. The organization consists of more than 1,500 employees in a structure that includes central administration, airports management and operations, and police and fire departments.

On February 6, 1998, President William Jefferson Clinton signed into law the bill introduced and passed in Congress that changed the name of Washington National Airport to Ronald Reagan Washington National Airport.

In addition to operating Reagan National and Dulles International, the Airports Authority is responsible for capital improvements at both airports. Major renovations at Reagan National Airport resulted in the opening of Terminal B/C on July 27, 1997–providing more comfortable and efficient passenger facilities that are convenient to the Metrorail system and parking garages. Nearly 20 years later, unprecedented passenger growth beyond the terminal’s designed capacity led to the launch of Project Journey. The $1 billion construction program will transform the passenger experience by eliminating buses to 14 outdoor airline gates, converting gate areas in Terminal B/C into a connected concourse and improving airport roadways and parking facilities.

The Dulles Development program, or D2, was a major capital construction program that improved the facilities and provided additional capacity at Dulles Airport. New facilities completed in the D2 program included a new airport traffic control tower, expanded airline gates, a fourth runway and the AeroTrain system–which opened in 2010.

On November 1, 2008, the Commonwealth of Virginia transferred the daily operation, maintenance, and control of the Dulles Toll Road to the Airports Authority. Tolls collected are used for operation, maintenance, and improvements in the Dulles corridor, and to fund a portion of the construction of Metrorail in the Dulles corridor.

The Airports Authority is not taxpayer-funded but is self-supporting, using aircraft landing fees, rents, and revenues from concessions to fund operating expenses. Airport capital improvements are funded by bonds issued by the Airports Authority, Federal and State Airport Improvement Program funds and Passenger Facility Charges.

VICE PRESIDENT, OFFICE OF SUPPLY CHAIN MANAGEMENT – KEY RESPONSIBILITIES

The Vice President for Office of Supply Chain Management will be responsible for the Airports Authority’s sourcing, procurement, and supply chain management strategies. The VP, Office of Supply Chain Management is responsible for the full lifecycle of sourcing and procurement, from planning and negotiating to administration and reporting, to ensure the timely and cost-effective acquisition of goods and services, including construction and concessions, consistent with legal requirements. This is an executive position which works under the administrative supervision of the Senior Vice President for Finance and Chief Financial Officer (CFO). This position will serve in the Office of Supply Chain Management within the Office of Finance at the Corporate Headquarters

Other responsibilities include:

 Leads and guides the work of the Office of Supply Chain Management and supports the CFO in driving strategic financial decisions related to the Office of Supply Chain Management and ensuring efficient and effective operations.
 Leads a high-performance culture that follows best practices, is customer-focused, and maintains excellent relationships in and outside the Airports Authority.
 Fosters standards of ethics, integrity, and a sense of responsibility that deliver effective strategies and a commitment to public service.
 Oversees development of short- and long-term business strategies and goals and defines new growth opportunities with clearly defined expectations and assignments.
 Develops metrics and dashboards of key performance indicators (KPIs) to evaluate the effectiveness and ensures continuous review and improvement of subordinate programs.
 Oversees, coordinates, monitors, and reviews activities from the pre-solicitation phase through closeout of construction, A/E, supply, service, consulting, information technology, and capital equipment contracts, leases, and maintenance agreements.
 Collaborates with key executives and stakeholders in long-range procurement and financial planning. Monitors the Airports Authority's plans to identify future contract requirements and time-phasing.
 Ensures compliance and coordination with all Federal, state, and local programs and the Airports Authority's policies, including requirements for procurement with Airport Improvement Program (AIP) and Federal Transit Administration (FTA) funding.
 Oversees the development and update of the Airports Authority's procurement policies and procedures and prepares written directives.
 Supports compliance, certification, and outreach programs.
 Incorporates small and disadvantaged business program participation requirements and goals into relevant solicitations and contracts.
 Through the Simplified Acquisitions, Technology, and Compliance Department, leads the implementation and administration of cross-functional procurement technology solutions and other related innovations.
 Prepares and presents briefings to executives, Federal agencies, airport and aviation industry groups, and others regarding the Airports Authority's procurement programs.
 Stays abreast of and reviews information relative to procurement; represents the Airports Authority at hearings or meetings, as requested.
 Performs other duties as assigned or as determined on own initiative.

PREFERED QUALIFICATIONS
 Ten years of progressively responsible experience in finance or supply chain management, with emphasis on directing the full contracting lifecycle from pre-solicitation phase through award and closeout.
 Experience as a second level or higher supervisor of professional contracting or financial management staff.
 Knowledge of and skill in applying AIP and FTA grant funding requirements related to pre- and post-award functions for large-scale public-sector construction projects.
 Knowledge of Federal, state, and local government procurement laws and regulations; economic principles and trends affecting procurement in the Greater Washington area; airport industry procurement; small businesses in the Greater Washington area; and administrative requirements (e.g., insurance, airport security and safety) and ability to apply to manage a major procurement operation through subordinates.
 Knowledge of FTA third-party contracting requirements (including 49 U.S.C. Chapter 53) for construction and ability to apply to procurement planning; advise on procurement policies and procedures and provide direction to subordinate managers.
 Knowledge of industry best practices and ability to lead and promote programs that comply with Federal regulations.
 Ability to perform complex analyses of data and information and make recommendations.
 Ability to speak and write effectively, with emphasis on communicating financial, procurement, and other technical issues to nontechnical audiences.
 Skill in using computers and modern office suite software, with emphasis on accounting and financial systems/software.
 Substantive experience in public sector procurement.
 Substantive experience in procurement using FAA AIP and DOT FTA funds.

EDUCATION
 A bachelor’s degree in supply chain management, Contract Management, Finance, Business Administration, or a related field.
 A master’s degree in supply chain management, Contract Management, Finance, Business Administration, or related field.

CERTIFICATIONS AND LICENSES
 Certification as a Certified Public Purchasing Officer (CPPO) from the Universal Public Procurement Certification Council (UPPCC) within one year of hire, promotion, or placement in the job
 A state driver’s license in good standing.
