ORGANIZATION BACKGROUND
For more than 100 years, community members in the Stoughton area have trusted Stoughton Health’s experienced physicians, nurses, therapists, technicians, and staff to provide personalized, forward-thinking, expert healthcare. Most live, work and shop right in the Stoughton area. The Stoughton team is dedicated to ensuring skilled diagnosis and treatment, while paying close attention to your comfort, convenience and security.

In 2020, the health system rebranded itself as Stoughton Health (from Stoughton Hospital) to better reflect the organization. Over the past several years, Stoughton has experienced incredible growth and an increased focus on wellness and keeping the community healthy. In addition to Stoughton Hospital, the system now has several locations to meet the community’s healthcare and wellness needs. Services include three urgent care clinics, two rehabilitation and sports medicine clinics, two orthopedic specialty clinics (OrthoTeam), a community health and wellness center, and more.

Stoughton Health continues to be an independent community healthcare organization owned and operated by the Stoughton Hospital Association, while also being an affiliate of SSM Health in Wisconsin.

At Stoughton Health, care is provided at Stoughton Hospital, an acute care hospital, fully accredited by DNV Healthcare USA Inc and licensed by the State of Wisconsin. As a provider of quality healthcare, Stoughton receives high satisfaction ratings for the thousands of patients we treat each year. Patients and their families cite strong expertise and the personalized attention offered by the Stoughton team, as well as the hospital’s spacious private rooms and chef-prepared meals delivered room-service style.

Stoughton Health employs over 300 people and has net revenues of approximately $67 million. The hospital is governed by a 13-member community Board of Trustees.

KEY RESPONSIBILITIES
The President and Chief Executive Officer (CEO) leads all aspects of Stoughton Health through comprehensive healthcare financial acumen. The CEO is fully responsible for the overall planning and directing of the activities to maximize the affiliation with SSMHC; the mission, long-range plan and policies of Stoughton Health; as well as the health needs of its patients and the communities it serves. The CEO is directly and solely accountable to the Board of Trustees in the performance of duties in a manner that is commensurate with the responsibilities and authorities conferred upon him or her by the Board. The CEO is the representative of the Board in the general leadership and management of the Hospital. Other essential functions include:

  • Executes strategic mission, direction and long range plans for the hospital and health system. Supports, maintains and adapts as necessary an “Excellence Together” philosophy and culture appropriate to support and achieve the mission and strategic goals of the hospital. Prepares and submits to the Board for approval a long-term strategic plan for the organization.
  • Through understanding the value proposition of a critical access hospital designation, drives the growth and development of healthcare services and programs, both inpatient and outpatient. Grows market share and ensures Stoughton Health continues to be a vital asset to Stoughton and the surrounding communities.
  • Works in a highly collaborative manner with the hospital’s medical staff which includes both independent and employed providers. Ensures Stoughton Health is a highly desirable facility to practice medicine and one that delivers consistent exceptional quality of care.
  • Leads the hospital in maintaining its status as an independent not-for-profit hospital, while at the same time, promotes optimal business relationships with SSM Health as well as other area health systems and health plans in order to promote local, quality, accessible community health care and improved population health.
  • Develops strong trusting relationships with both internal and external stakeholders. The CEO will be highly visible in the community and serve as the main voice and face of the hospital whenever appropriate.
  • Manages risk through delivering high quality standards of care. Achieves and sustains high Press Ganey patient, employee, and physician satisfaction/engagement ratings (all three scores currently exceed the 90th percentile!).
  • Leads succession planning and training efforts for top management. The CEO oversees the selection, employment, and retention of a high-performing leadership team. Leads by example and serves as a coach/mentor for all senior leaders and staff.
  • Establishes, maintains and monitors a system of financial planning, including its reporting and controls. This system shall provide for the development of annual and long range financial plans and budget, monitoring and reporting of the financial performance and condition of the health system in comparison to the approved plans and budgets, adequate insurance protection of the system’s assets, a system of internal accounting and financial controls, and annual audit by an outside accounting firm of the system’s financial statements and accounting practices.
  • Develops and implements a comprehensive management information reporting system to account the health system’s activities and performance. Does this to respect the quality of services rendered, including accreditation standards, financial performance and conditions, employee satisfaction and morale, progress on strategic plans and projects, patient satisfaction, marketing related objectives, and compliance with all applicable laws, regulations, rules and standards.
  • Supervises all business affairs, ensuring the health system is fully compliant with all applicable laws and operates at its peak financial and operational performance.
  • Promulgates and enforces all rules and regulations defining proper employee conduct of the health system to formulate, establish and enforce such additional procedures, rules and regulations in all departments as may be necessary to provide for the proper admission, care, safety and discharge of patients and welfare of staff.
  • Sees that all physical properties are kept in a good state of repair and operating condition. Cooperates with the Medical Staff and secures cooperation on the part of all those concerned with the rendering of professional services to the end that the best possible care and service may be rendered to all patients and customers of the health system.
  • Develops and maintains effective communication mechanisms between its affiliated partners SSMHC, the Board of Trustees, Administration, Medical Staff, management, employees and affiliated organizations and individuals that promote the pursuit of common goals, satisfactory problem resolution and efficient programs.
  • Serves with the Chair of the Board and the Chief of the Medical Staff as the official liaison officers and channel of communication for official communications between the Board or any of its committees and the Medical Staff.
  • Achieves prospective CEO performance goals approved by the Board. Achieves the health system’s overall operating and profit goals as well as strategic marketing and financial plans through sound operational decisions.
  • Demonstrates the knowledge and skills necessary to provide care/service based on physical, psychosocial, educational and safety related criteria, appropriate to the age of patients/customers served.
  • Leads, and/or ensures appropriate support for, advocacy, legislative, and/or lobbying efforts on behalf of Stoughton Health, based on the organization’s strategic direction, as well as on the state of the healthcare industry, both locally and nationally.
  • Performs any other duty that may be necessary in the best interest of the health system. Performs other responsibilities that may be delegated by the Board. Acts as the duly authorized representative of the Board in all matters in which the Board has not formally designated some other person for that specific purpose. Acts as an ex-officio member of every committee of the corporation; and in the absence of the Chair or Vice Chair, signs all deeds, mortgages, contracts, or other documents, which, under the bylaws may be signed by the Chair or Vice Chair.

PROFESSIONAL EXPERIENCE / SKILLS
Successful candidates will possess a minimum of 10 years of experience in healthcare, with at least 5 of these years in a management position, with a proven track record of success in leading operations for an acute care hospital. In addition, the CEO will possess the following skills and traits:

EDUCATION
Master's Degree (MHA, MBA, MPH, etc.) is required.
