The UC Office of the President (UCOP) (www.ucop.edu) is the systemwide headquarters of the University of California, managing its multi-billion-dollar financial, investment and business operations and supporting the academic, research and public service missions across its 10 campuses, 3 national laboratories, and 6 academic health centers. UCOP supports campuses and students through system-wide funding and programs and in certain areas of policy and strategy. It provides centralized labor relations and legal services. And it promotes the well-being of its diverse and large workforce through benefits and retirement programs. UCOP coordinates activities that allow a complex and unique system to operate efficiently as one enterprise, furthering its public interest, academic and research missions. It oversees and manages programs that serve the entire University system, allowing campuses to capture the savings and efficiencies that come from centralized operations.

The University of California Office of the President (UCOP) invites nominations and applications for the position of AVP and Systemwide Controller, Financial Management (“Systemwide Controller”). This role reports to the EVP and Chief Financial Officer, Nathan Brostrom and is a member of his senior leadership team. The Systemwide Controller, is responsible for the development and implementation of accounting and financial policies for the University and its ten campuses, its Medical Centers, the UC Retirement System (“UCRS”), and Campus Foundations, with particular emphasis on control policies and procedures, operations, and financial reporting. 

The Systemwide Controller directly oversees corporate accounting, consolidated systemwide financial reporting, the development of systemwide financial, accounting, payroll and tax policies and procedures, tax compliance, costing policy and analysis, endowment and debt accounting and administration, benefit plan accounting, controls and financial systems.  The incumbent also provides systemwide campus support from a business, financial, and regulatory perspective for all major business transactions the University contemplates or is involved with and takes a leadership role in the resolution of systemwide issues, the development of University-wide systems and controls, and providing guidance and support to the Campus, Medical Center Controllers and their staff, UC Retirement System and Campus Foundations. The incumbent also has responsibility for coordination with the Regents external auditor and provides technical guidance to the system on emerging financial reporting issues.

Other areas of responsibility will include interpreting new GASB pronouncements, assessing implications to the University, Medical Centers, UC Retirement System, and Campus Foundations and developing and leading implementation plans.  The Systemwide Controller will provide technical financial guidance and support for unusual/non-recurring transactions affecting either a campus or the system, and provide implementation guidance.

The Systemwide Controller is directly responsible for approximately 50 professional support staff and manages a budget of approximately $4 million. It is also functionally responsible for the campus Controllers who have a dotted line reporting relationship to this position.

Successful candidates will bring 15+ years financial and control experience including a combination of public accounting and private industry experience.  Experience as a senior financial executive in a decentralized business environment with responsibility for business strategies and implementation, business processes, systems development, and operating controls strongly desired.  Direct management responsibility for administrative business functions broader than finance and accounting will be an advantage. The successful candidate will possess a detailed understanding of technical financial reporting issues, including the application of GASB pronouncements. She/he will have strong business management skills including the ability to bring both a business and financial perspective to transactions that the University considers; ability to establish credibility and trust with the Campus and Medical Center Controllers and the controllership function across the University; also must work successfully with the University’s external auditors.  Exceptional organizational, management, interpersonal skills and superior verbal and written communication and presentations skills are required.
