POSITION SUMMARY
The Chief Financial & Administrative Officer (“CFAO”) plays a critical role in overseeing the financial and administrative functions of NRDC. The CFAO position requires a strategic, operational, and results- oriented leader who has deep experience managing financial strategy and operations and overseeing administrative functions to drive organizational efficiency of a comparable complex global enterprise.
The person must be both a true financial and operational thought leader for NRDC and a pragmatic “doer” with exceptional strategic change management and collaboration skills.
The CFAO will be a key member of the NRDC Executive Leadership Team (“ELT”) and will partner closely with the President and CEO, Manish Bapna, the Executive Director, Christy Goldfuss, and all members of the leadership team to drive strategic direction and sustainable growth, and to enhance organizational effectiveness to support the organization's mission. Specifically, the CFAO will provide strategic financial and operational leadership to enable informed decision making and resource allocation, optimize internal operations, and foster cross-departmental collaboration. The CFAO will administer the Financial Management and Oversight Committee (“FMOC”), which comprises the President and CEO, Executive Director, Chief Development Officer, CFAO, and the Chief of Staff, to promote holistic institutional financial management. The CFAO will also organize the Operations Leadership Team, in partnership with the General Counsel and the Chief People and DEI Officer, to deliver seamless operational support to the organization with a continuous improvement mindset and a collaborative and stakeholder-centric approach. This person will be the senior liaison with the Board Audit, Finance and Investment committees. The CFAO oversees a team of 75 professionals and reports to the President and CEO. This position will actively engage with the NRDC Board of Directors and will work closely with the organization’s extended team of various board committees and external partners such as banks, auditors, investment advisors, and insurance providers. The CFAO needs to effectively build and maintain strong relationships with all members of NRDC staff across the organization, as well as supervise / lead the Finance and Accounting, IT, Facilities, Security, Procurement and Workplace functions.
The CFAO will lead and drive positive change in NRDC’s finance function to align financial strategy with fundraising strategy and institutional priorities and ensure financial planning and budgeting processes are integrated across departments and reflect the organization’s priorities and funding models. The CFAO will also work with the Operations Leadership Team to assess, build, and scale the holistic systems and infrastructure across the organization to enhance operational efficiency and risk management. This role will have a comprehensive range of responsibilities including general oversight, coordination, and control of policies, processes, and compliance relating to finance and accounting, grants and contracts, information technology, and real estate and facilities management. The CFAO and the finance and administrative teams will continuously evaluate and develop innovative and strategic programs to improve the finance and administrative functions to support the broader NRDC organization and mission.
KEY RESPONSIBILITIES
Leadership & Team Management
- Provide the holistic vision, strategy, and success metrics for teams across operations and marshal their talents to deliver impact and results by providing consistent leadership, coaching, and accountability.
- Collaborate with senior leadership to drive organizational effectiveness and operational excellence and serve as key contributor to the ELT and valued partner of the senior leaders across NRDC.
- Lead, attract, manage, motivate, develop, and retain high-performing and highly collaborative finance and administration teams to optimize performance and support organizational strategy.
- Cultivate a One NRDC orientation and a continuous improvement and solution mindset.
Financial Strategy and Planning:
- Serve as the strategic finance leader, thought partner and advisor to the President and CEO, and Executive Director. This role provides strategic financial oversight and drives long-term financial planning and risk management to safeguard NRDC’s financial sustainability.
- Lead the multi-year and annual budgeting processes in coordination with the organizational planning processes to ensure alignment with organizational priorities and resource allocation. Provide timely, accurate, and stakeholder-friendly reporting and actionable financial insights to promote informed decision-making and rigorous financial management across the organization.
- Prepare and present financial strategy, forecasting and reporting to the Finance Committee, Board of Directors, ELT, and key stakeholders. Promote financial literacy and transparency across all levels of the organization.
- Provide high quality financial analyses to support specific decisions as required from time to time.
Financial Management and Operations:
- Ensure effective financial and operational controls and processes are in place to support current and future organizational needs; provide timely and accurate reporting to trustees, regulators, and other important external stakeholders, such as donors and partners.
- Oversee all financial operations, including accounting, annual budgeting, financial reporting, payroll, payments, and tax and regulatory compliance. Ensure the accuracy and integrity of financial records and reports, adhering to regulatory requirements and best practices.
- Oversee the Controller to ensure proper maintenance of relevant systems and processes. Develop and maintain appropriate internal controls and financial procedures.
- Oversee NRDC’s Treasury function including investment of surplus cash, issuance of debt, and lease / purchase analyses related to office space. Manage cash flow, investments, and financial risk to optimize allocation of resources and maintain the financial health of the organization.
- Support the Investment Committee in its oversight of NRDC’s endowment portfolio by working closely with NRDC’s financial advisor / outsourced chief investment officer (“OCIO”) on day-to-day performance monitoring, administration, and portfolio risk management. Manage NRDC’s 403(b) plan in partnership with the People Team.
- Lead the annual audit process and maintain the highest level of integrity. Stay abreast of developments in non-profit best practice and state and federal requirements for non-profit financial operations.
Information Technology & Systems
- Manage the Chief Information Officer and oversee NRDC’s IT roadmap and vision, management, and guidance on all aspects of the technology infrastructure and security supporting business operations to improve cost effectiveness and service quality through technology innovation.
- Oversee the organization’s global technology infrastructure and operations including security, disaster recovery, cloud services, servers, networks, communication systems, operating systems, storage, backups, data center, virtualization and end-point support.
- Ensure the requisite data management systems are in place to manage the demands of NRDC’s complex operations including its diverse donor base with the need for multiple currency management.
- Oversee global systems integration, ensuring the systems meet institutional needs with appropriate controls and user training.
- Ensure NRDC technology operations are safe with the highest regard for data privacy and security. Ensure IT, risk and financial systems are in place to support and drive NRDC’s strategic priorities.
Facilities Management
- In collaboration with the Office of General Counsel and the People and ODEI Department, oversee NRDCs’ office leases and utilities contracts around the world, ensuring that offices are fit for purpose for hybrid work and collaboration, and meet NRDC’s legal and duty of care obligations to staff.
- Oversee all construction and maintenance projects for NRDC offices.
PROFESSIONAL EXPERIENCE / QUALIFICATIONS
The “target” candidate for the NRDC Chief Financial and Administrative Officer role will be a successful sitting CFAO, CFO or other senior finance leader (i.e., strong #2) who has significant experience in comparable global non-profit and/or for-profit organizations with similar scale and complexity as NRDC. This individual will demonstrate the ability to work effectively with a senior leadership team and to implement creative financial management strategies and other value-added administrative processes and practices. The person will have a strong finance foundation, demonstrated through career progression at “best in class” finance organizations. The CFAO should be experienced in working effectively with Boards, external partners / service providers and a wide range of internal colleagues across geographies and cultures. This CFAO must demonstrate a track record of being both mission and culture driven AND performance driven. This individual must demonstrate the intellect, creativity and agility to think and perform “outside of the box” in a diverse, dynamic, continually changing organization with a consistent focus on taking it to a higher level.
The NRDC CFAO must be comfortable and confident working globally, across regions, culture, regulatory & tax environments and time zones. The individual will need to travel to NRDC offices in the US and globally.
The NRDC Chief Financial and Administrative Officer should demonstrate the following professional qualifications and personal attributes:
- Led an enterprise-wide finance function or served as a senior finance business leader / partner for a significant business unit or complex and global non-profit organizations.
- Experience working closely with the CEO, Executive Leadership Team, and Board in developing strategy, best practices, and policies of a comparable / larger organization by anticipating market trends and leveraging expertise to advance the organization.
- Knowledge and understanding of Information Technology, Real Estate Planning, Facilities, Security and Procurement to effectively oversee these functions for a global organization.
- Demonstrated success in leading / delivering core finance and accounting operations, including budgeting, forecasting, accounting, reporting, control systems, cost allocation, FP&A, treasury services, accounts payable / receivable, and revenue processing.
- Demonstrated sound business and risk judgment, ability to assess the big picture and connect the dots, and the skills and experience to make a notable long-term positive difference in a complex organization. Good balance between being strategic and operational. Experience thinking strategically, creatively, and tactically.
- Track record of driving and executing successful cross-cutting strategic change management initiatives in a collaborative and intentional manner. Skilled at cultivating strategic partnerships and engaging stakeholders.
- Thrives operating in a fast-paced, globally oriented and demanding environment; ability to pivot in response to growth and organizational priorities. Considered an effective change agent and sponsor of best practices and organizational growth.
- Demonstrated a strong balance of hands-on operational / technical finance management and strategic financial and operational leadership. Able to stay close to the details while also able to contribute at a broader level.
- Proven ability to perform complex analysis of financial data; assess financially related business capabilities, identify gaps and recommend solutions; ability to understand and assess financial aspects of business projects.
- Ideally, strong treasury, capital markets and investment oversight experience in either non-profit and/or for-profit global enterprise.

- If CFAO comes from exclusively for-profit businesses, ideally, the person has served on non-profit board and/or has other direct exposure to non-profit financial management and governance.

NRDC LEADERSHIP
Manish Bapna, President & Chief Executive Officer
Manish Bapna joined NRDC as president and chief executive officer in August 2021, taking the reins of one of the world’s largest and most influential environmental organizations. With more than 700 attorneys, scientists, advocates, and policy experts on staff, as well as three million supporting members, NRDC is confronting the interlocking climate, health, nature, and inequity crises facing the world today.
During his 25-year career prior to joining NRDC, Bapna’s leadership roles have focused on scaling solutions at the intersection of the environment and human development. Most recently, he served as executive vice president and managing director of the World Resources Institute (WRI). Over his 14-year tenure, WRI increased its impact and reach, with staff and budget expanding sixfold. Bapna played the lead role in establishing WRI offices in China, India, and Brazil and was a key architect of several influential, multi-stakeholder initiatives, such as the Global Commission on Adaptation, NDC Partnership, New Climate Economy, and the International Research Forum on the Sustainable Development Goals. He also helped launch WRI’s programs on cities, energy, finance, and adaptation.
An economist by training, Bapna became the executive director of the Bank Information Center (BIC) in 2003, a nonprofit that works to protect the rights of local communities and the environment from the negative impacts of projects and policies financed by development banks. He was inspired to join BIC after serving as a senior economist at the World Bank for seven years, where he designed and implemented water, forestry, and rural development projects in Asia and Latin America. Several of these projects received international recognition and were highly rated in independent evaluations. Prior to joining the World Bank, Bapna was a strategy consultant for McKinsey & Company in the financial services and technology industries.
Bapna was born outside of Chicago. He holds master’s degrees in business and political and economic development from Harvard University and a bachelor’s degree in electrical engineering from MIT.
Christy Goldfuss, Executive Director
As NRDC's executive director, Christy Goldfuss is responsible for strengthening the organization’s advocacy, managing internal operations, and helping guide a new generation of executive leadership at a pivotal moment in environmental stewardship.
Goldfuss joined NRDC in 2022 as chief policy impact officer, where she was responsible for strategic, operational, fundraising, and representation functions; overseeing the Environment, Equity & Justice Center; the Center for Policy Advocacy; the Science Office; and institutional communications. Prior to joining NRDC, she served as the managing director of the White House Council on Environmental Quality (CEQ), where she helped develop and implement the Obama administration’s environmental and energy policies, including the Climate Action Plan, which was President Obama's major initiative to combat climate change. She co-chaired the Council on Climate Preparedness and Resilience and identified priorities for protecting the country against the worst impacts of the climate crisis. While leading the CEQ, Goldfuss also advised on the creation of the National Environmental Policy Act climate guidance and testified repeatedly in the U.S. House of Representatives defending it. She also coordinated policy discussions on ozone pollution levels, the review of the coal leasing program, and conservation finance, to name a few. During Goldfuss’s time at the White House, she served as co-chair of the National Ocean Council, where she worked on a wide variety of issues. She oversaw the completion of the first federal seafood traceability regime to prevent illegal, unreported, and unregulated fishing. She also advised on the completion of the first two regional marine plans in New England and the mid-Atlantic and assisted in collecting community input for the Northeast Canyons and Seamounts National Marine Monument and the Papahānaumokuākea Marine National Monument.
Most recently, Goldfuss was the senior vice president for energy and environment policy at the Center for American Progress, where she worked in close partnership with a broad range of stakeholders to develop a climate investment strategy. This incentives-based approach to addressing climate change became the cornerstone of President Biden’s climate agenda and was enshrined into law through the Inflation Reduction Act.
Goldfuss also served as the deputy director of the National Park Service, where she helped lead efforts to set and meet strategic goals related to conservation and preservation of the country's natural and cultural heritage. She also created and directed the Public Lands Project at the Center for American Progress and worked on the legislative staff for the House Committee on Natural Resources.
